The Medal was instituted by Navy Department General Orders Number 77 on 29 December 1921 to be awarded to Navy personnel who engaged in operations, either ashore or at sea, in Haiti between 1 April 1919 and 15 June 1920 to counter the peasant rebellion against American-backed policies including racial segregation, press censorship and forced labour in defence of U.S. economic interests. A good period miniature.
