Circular bronze medal with laterally-pierced lug for ribbon suspension; the face with the full-length figure of Columbia, personification of the United States of America, a circular shield on her left arm, a sword in her raised right hand, standing on an oak tree with four large leaves representing the Army, Navy, Marine Corps and Coast Guard, circumscribed above AMERICAN DEFENSE; the reverse inscribed ‘FOR SERVICE DURING THE LIMITED EMERGENCY PROCLAIMED BY THE PRESIDENT ON 8 SEPTEMBER 1939 OR DURING THE UNLIMITED EMERGENCY PROCLAIMED BY THE PRESIDENT ON 27 MAY 1941’ above a spray of laurel; on replaced correct ribbon with brooch bar with maker’s mark ‘1917’ and with pin for wear. The medal was instituted on 28 June 1941 by President Franklin D. Roosevelt to be awarded for qualifying service between 8 September 1939, and 7 December 1941. The Medal was designed by Joseph Kiselewski and sculpted by Lee Lawrie.
