Miniature silver-gilt and blue enamel Maltese cross with blue enamel anchors between the arms, on crossed blue enamel cannon and loop suspension; the face plain enamel; the reverse plain silver-gilt with ‘925’ silver purity mark; height excluding suspension ring 23.13mm (0.91 inch), width 16.84mm (0.66 inch); on original ribbon with a device in the same form as the cross, diameter 10.11mm (0.4 inch). The Order was instituted by President Carlos Delgado Chalbaud on 12 July 1948 to be awarded to both Venezuelans and foreigners for outstanding service to the Venezuelan Navy.
