The Medal was instituted on 19 April (1 May) 1913 to be awarded to both military and civilians for zealous service in, or in support of, the Serbian armed forces during the two Balkan Wars just ended. It continued to be awarded during and after World War I.
Designed by Dorde Jovanovic (1861-1953), one of leading Serbian sculptors of the day, the Medal was initially manufactured by Arthus Bertrand of Paris and Huguenin Frères of Le Locle, Switzerland and later in Yugoslavia.
