Octagonal bronze medal with laterally-pierced loop for ribbon suspension; the face with the Seal of the Department of the Army; the reverse inscribed ‘FOR / MILITARY / ACHIEVEMENT’ above a sprig of laurel; on original ribbon with brooch bar for wear. The medal was instituted on 2 March 1981 to be awarded to members of the Armed Forces below the rank of colonel who, while serving in any capacity with the Army in a noncombat area, distinguish themselves by outstanding achievement or meritorious service, but not of a nature that would warrant the award of an Army Commendation Medal. The medal was designed by Jay Morris and engraved by Donald Borja, both of the Army Institute of Heraldry.
